Here is how to set Outlook Express to leave mail on the server.

In Outlook Express, click 'Tools/Accounts'...

then click the mail tab, highlight the desired account and click the properties button.

Click the advanced tab,

check "Leave a copy of messages on server", set the other options as you like and Click OK.
